Norman E. Roosa

WESTPORT — A registered sex offender is living in the 200 Block of Grand Army Street in Westport.

Norman Edward Roosa, 41, was convicted in King County Superior Court of 4 counts of Rape of a Child 3rd degree Feb. 26, 1998.

He is described as a white male, 5’7”, 160 lbs, bald with blue eyes.

Roosa is not wanted by Law Enforcement at this time, but has been assigned to Risk Classification Level 2, and is considered a moderate risk to re-offend.

This notification is not intended to increase fear; rather, it is the belief of the Westport Police Department that an informed public is a safer public.

The Westport Police Department has no legal authority to direct where a sex or kidnapping offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses.

Sex and kidnapping offenders have always lived in our communities; but it wasn’t until passage of the Community Protection Act of 1990 (which mandates sex and kidnapping offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is now able to share that information with you.

Citizen abuse of this information to threaten, intimidate, or harass registered offenders will not be tolerated. Further, such abuse could potentially end law enforcement’s ability to do community notifications. We believe the only person who wins if community notifications end is the sex or kidnapping offender, since they derive their power through secrecy.
